As some of the other reviews indicate, this is in fact a helium quality balloon, and is marked as such on the packaging. It seems to work alright with water, but I used it with air, wary of the mismatch. It lasted multiple inflations below rated size, I did around 3-4 feet, seemed like decently thick latex. However, when I tried to inflate it to rated size, it popped below rated size (measuring neck to tip, as this is a paddle-shaped balloon). Very loud when it popped at about four and a half feet, a little disappointing that it did. So, if you're using it for decoration, it will use a lot of helium, but be careful to generously underinflate it. If you're using it as advertised (as a water balloon, like on YouTube), then you're probably looking forward to it popping anyways.
